Kiril Barbareev is the Vice Rector for Development, Investment and Maintenance of the University "Goce Delchev" (UGD) in Stip. He completed his doctoral studies in 2010 at the Faculty of Philosophy in Skopje on the topic "Education and professional development of educators in preschool education", which earned him the title of Doctor of Pedagogical Sciences. In 2011 he was elected a professor at the Faculty of Educational Sciences at UGD.
